Institutions are powerful government organizations that an empire can establish or align with. They are unlocked by the Institutional Focus Era Perk. The Institution menu can be accessed at any time after unlocking by pressing Q or by clicking the button on the left side of the screen. Institutions grant a passive buff and three abilities that buff the empire and interact with other empires.
Institutions can be switched freely between at any time, but switching Institutions gives a 5-year cooldown to all abilities. These abilities use a new resource called Focus and adopting an Institution gives the ability to build special buildings to generate Focus. These focus generating buildings have other bonuses linked to the institution adopted and come in two types:
- Major Buildings can only be built on the capital and provides +3 Focus
- Minor Buildings can be built on up to 3 plants or outposts and provide +1 Focus. These are planet unique
Focus can also be turned into influence at a rate -1 Focus / +1 Influence or -2 Focus / +2 Influence per month.

There are 4 default institutions: Military High Command, Research Council, Diplomatic Corps, Ministry of Production. Additional special institutions are available to some empires. Some empires with unique Institutions do not have access to the default ones.
Their three abilities fall into these general categories:
The first ability is an empire-wide self buff which last for 1 year and can be immediately reactivated after that year. After it expires, you will be given the opportunity to have the buff always on for a cost of -2 Focus per month. This is cheaper than manually enabling the buff every year, saving 26 Focus per year.
The second ability affects another empire and imposes maluses (or occasionally bonuses) to that empire while providing a positive affect to the empire using the ability. Upon using the ability, a list appears to select which empire to use it on. The refresh button replaces the empires on the list with random empires.
The third ability is typically an additional empire-wide self buff, though it sometimes affects other empires (as is the case with the Crime Consortium and Alliance High Command).
