Any two empires will have a certain Relation between them. The Relation between two empires determines which diplomatic actions are available between two empires if an 特使 Envoy 特使（Envoy） cannot be sent to Improve or Harm Relations. It can also influence whether an AI empire supports or opposes proposed Resolutions.

Relation levels[编辑 | 编辑源代码]

The Relation level between two empires is determined by the 评价 Opinion 评价（Opinion） both empires hold towards each other.

Description Our empires consider each other enemies. We cannot realistically expect to come to agreement on any issues. Diplomatic efforts are breaking down. We are unlikely to come to an agreement on most issues. Our diplomatic infrastructure is rudimentary. We can only expect agreement on deals that strongly benefit the other side. Diplomatic efforts are beginning to pay off. We are beginning to find common ground on many diplomatic issues. Our envoys have forged strong ties with this empire. Our empires are eager to work together diplomatically.

Each empire has an 评价 Opinion 评价（Opinion） towards every other empire, ranging from -1500 to +1500. Opinion is influenced by a variety of factors and has a large effect on an empire's Attitude.

Permanent modifiers[编辑 | 编辑源代码]

Permanent 评价 Opinion 评价（Opinion） modifiers are either permanent or will persist until the diplomatic status changes and are the second most important factor in deciding how diplomacy will proceed after a first contact.

Temporary 评价 Opinion 评价（Opinion） modifiers are last for a predetermined amount of time and will eventually disappear. However they can also be reinforced and increased up to a certain limit.

Variable modifiers[编辑 | 编辑源代码]

Variable modifiers start small but will keep growing as long as an empire keeps doing an action another empire disagrees with.
