Random events
Pre-sapients coexistence events can take place if a colonized planet has pre-sapient species present for a long time. Each event can only happen once per game.
In Vivo
Xeno-researchers on [colony name] have published an open letter demanding that the local legislation restricting experiments on near-sapient alien species be relaxed.
They make a convincing case for the scientific benefits, and warn that the output of the entire scientific community on [colony name] will suffer unless the laws are revised.
The ethics of it all remain questionable.
Fidgeting
The near-sapient natives of [colony name] are causing a ruckus on the outskirts of our colony. Something about the [empire name]'s continued presence here visibly agitates them, as packs of them scurry to and fro between the settlement's borders and some unknown point to the east.
Forked Chain
A number of individuals belonging to the pre-sapient, native population of [colony name] somehow got into a secure compound on the outskirts of our colony. They were chased off within hours, but not before severely damaging several interstellar uplinks dedicated to currency transfers.
We fear several hundred Credits may have been lost in the ether.
