== Balance == * Homeworlds now normally range from size 18-21 instead of 16-18. * Empire starting resources and buildings have been adjusted. * Changes have been made to resettlement: ** Planets with sapient, unemployed, free pops now have a 10% chance per month for one to automatically migrate to other planets with appropriate jobs, housing, and decent habitability. Migration controls will prevent this auto-resettlement.
