Manifesti is a special 10th faction that can appear during the [[Rise of the Manifesti]] event chain. Pops that have {{iconify|Egalitarian}}, {{iconify|Pacifist}} or {{iconify|Xenophile}} ethic can join it. If the faction approval falls below 35% for an extended period of time the faction will disband and will not appear again. They have 5 odd issues:
