Each empire starts with two civics but the limit can be increased to three civics by researching the {{iconify|Galactic Administration|24px}} technology or its equivalent. Civics can be changed every 20 years by reforming the government using {{iconify|unity}} equal to {{red|10}} times {{iconify|empire size}}.
